Tour operator vs travel agent
A tour operator designs and runs trips, taking responsibility for the group on the ground; a travel agent sells travel products, including other operators' tours.
What is Tour operator vs travel agent?
The tour operator puts the trip together: itinerary, hotels, transport, guides, captains. It is the operator's staff who are with the group when things go wrong. A travel agent is a reseller and advisor, booking flights, hotels and packages, sometimes an operator's group departure, for a commission or fee.
Many Indian businesses do both. The distinction matters for who holds the operational risk and who needs operations software rather than a sales CRM.
On a live trip
If your staff are the ones on the bus, you are the operator, and the live trip is your problem to run well.
